With reference to the letters from this Office of
the 10th and the 15th instant, forwarding copies, respect-
ively, of the report of the British Delegates to the
Third International Conference and of the Final Protocol
of that Conference, I am directed by Secretary Sir E.
Grey to inform you that he proposes to lay a Parliamentary
Paper comprising the Delegates instructions, their
report, and the Final Frotocol of the Conference.
Before doing so however, he would be glad to learn
whether the Colonial Office have any observations or
suggestions to offer on the subject.
A similar letter has been addressed to the Home
Office, Board of Trade, and India Office.
